KYRA PHILLIPS, CNN ANCHOR: The military deployments along the India-Pakistan border are the biggest in 15 years. The two nations have fought three wars since 1947 and fears are increasing that another one may be near.

ITN's Harry Smith has more.

(BEGIN VIDEOTAPE)

HARRY SMITH, ITN CORRESPONDENT (voice-over): In the Pakistan city of Karachi today, demonstrators burned an effigy of the Indian prime minister, as tension between the two neighbors increased. Around the city's strategically important harbor, signs of preparation for war, as soldiers install anti-aircraft guns.

Pakistan's military government insists that its deployment of troops here and near the border is purely defensive and has accused India of threatening its security. The latest flashpoint is in the disputed Kashmir region, where the Indian Army has sent in more troops. Shelling was reported here last night and India has ordered the evacuation of dozens of border villages, increasing fears of war.

It was the recent suicide attack on India's parliament which has brought the two countries to the brink. India has accused Pakistan of harboring Kashmir terrorist groups it says were responsible for the attack. Pakistan denies this.

The crisis is causing growing concern in America, which needs Pakistan's help for its war against terror. So far, calls for peace talks have had no effect.

Harry Smith, ITN.

PHILLIPS: And we'll have much more on India and Pakistan moving toward the brink of war in our second half hour, including a debate between two leading journalists, one from India and one from Pakistan.
