Vladimir Putin Sworn in as Russia's Second Democratically Elected President

MILES O'BRIEN, CNN ANCHOR: We begin in Russia, where President Vladimir Putin is now officially in charge. Mr. Putin took the oath of office today, becoming Russia's second democratically elected leader. The new president wasted no time nominating outgoing finance minister Mikhail Kasyanov (ph) to become his prime minister.

We get more now from CNN's Steve Harrigan.

(BEGIN VIDEOTAPE)

UNIDENTIFIED MALE: Vladimir Vladimirovich Putin.

STEVE HARRIGAN, CNN CORRESPONDENT (voice-over): Russia has passed the test, its new president says, by transferring power from one leader to another by a constitution for the first time in history.

PRES. VLADIMIR PUTIN, RUSSIA (voice of translator): I call for a free, prosperous, strong, civilized, and proud Russia, who enjoys the pride of its citizens and the respect of the world.

HARRIGAN: Mr. Putin took the oath in the Grand Kremlin Palace in front of Russia's political elite. He shared the podium with his one- time boss, Boris Yeltsin.

BORIS YELTSIN, FORMER PRESIDENT OF RUSSIA (voice of translator): We are proud that this is taking place without any revolution or coup d'etat in a peaceful, respectful, and dignified manner.

HARRIGAN: The only firing was a ceremonial 30-cannon salute. As the first and second presidents watched a military parade, there was a sense among many of a changing of the guard in Russia.

UNIDENTIFIED FEMALE (voice of translator): Now we see that someone young has come to power. I hope that under him, Russia becomes the kind of country that we and our children can be proud of.

HARRIGAN: To do that, Mr. Putin says, his first goal will be to raise the standard of living of ordinary Russians. He's already named his choice for prime minister, Mikhail Kasyanov, to head a team of economic advisers called liberal, even radical, by many analysts.

VYACHESLAV NIKONOV, POLITICAL ANALYST: Putin is interested in accelerating the passage of tax reform, lowering taxes. He his interested in introducing land ownership in Russia. He is interested in speeding up the adoption of the package on economic investment, financial investment in Russia.

HARRIGAN: Much the same goals Boris Yeltsin laid out in 1991.

(on camera): The results so far made the words "democracy" and "reform" anathema to many Russians, who now say they hope for something better from a man few had heard of just one year ago.
