(CNN) -- The Visayan Forum Foundation in the Philippines grew out of the determination of its founder, Cecilia Flores-Oebanda helping women and children working as domestic servants. It grew into an internationally recognized anti-trafficking organization. But now its future is in doubt.

The chart shows how Visayan operations have grown over the years -- and slumped to almost zero after allegations of fraud were made by USAID in Spetember 2012.
